Cal Water Names Stuart Skoglund District Manager for Visalia District

VISALIA, Calif.—California Water Service (Cal Water) announced today that Stuart Skoglund was selected as the new District Manager of the utility's Visalia operations.

Skoglund, who has been with Cal Water for more than 17 years, has extensive, hands-on knowledge of district operations and water systems. He started his Cal Water career in the Visalia District as a Temporary Laborer in 2009. Since then, Skoglund has held a variety of positions in Cal Water's Selma and Visalia districts including Acting Customer Service Supervisor, Superintendent, and Operations Manager before becoming Interim District Manager for the Visalia District in 2025. As Visalia District Manager, Skoglund also oversees Cal Water's Selma District.

Skoglund holds a Bachelor of Arts degree in General Studies from Southern New Hampshire University. He also holds Water Distribution Grade 5 (D5), Water Treatment Grade 3 (T3), Cross-Connection Control Specialist, and Backflow Tester certifications. He is active in community organizations as a member of the Visalia Breakfast Lions Club and is a past president of the Rotary Club of Selma.
